June 10, 2009

Dear Market Vendors, Thanks for such a great beginning of the 2009 Market Year. We are several weeks ahead of last year and as you can tell, the interest regarding the Market in the City of Starkville is growing by leaps and bounds. Because of the peak in interest from both vendors and patrons, we would like to remind everyone of a couple of important rules and regulations that are in existence and that we will begin enforcing with more rigor.

1. Set-up time is from 7:00 – 8:00 AM and all vendors must be ready to sell at 8:00 AM. The Market staff is responsible for giving you your location and this criterion is based on a number of factors and these locations will not be given until 7:00 AM. If you arrive before 7:00 AM, please do not set-up and we can no longer allow vendors to set up after 8:00 AM. Vendor fairness and patron safety play into this and we ask all vendors to be timely and respect the 7:00 – 8:00 AM set-up time.

2. Every vendor is responsible for paying their $10 vendor fee and taxes (if applicable). This is your responsibility and if these fees are not given to the market manager (or a payment arranged) by the close of market, you will not be allowed to sell at the market again. We are responsible to the Mississippi State Tax Commission and we need your help and cooperation. We provide a list of all value added products to the Tax Commission and when payment is not received from those vendors, the market is not responsible for the vendor’s default tax payments.

3. Baked Items and value-added products must have a complete ingredient list, consist of at least one (1) local ingredient, and have a date of preparation on the item. We have worked hard with the Mississippi Department of Health to insure that our market is doing the right things and we surpass their requirements and we will enforce the idea that all ingredients must be listed, a local ingredient must be included, and a preparation date must be clearly visible. A list of Health Department Specifics will be posted on our website in the near future: www.starkvillecommunitymarket.com.

4. No Vendor is to leave early. We understand that it is getting hot and that the market really slows down between 11:00 – 12:00. We will probably in the next few weeks reduce our selling time from 8:00 – 11:00 – but in both cases, all vendors are required to stay until closing time.

5. Quality of products is a keystone for our market. We have a jury process for all arts and crafts and the market staff is responsible for sampling baked items to make sure that they are sufficient. 100% of all produce must be grown locally and produced by the selling farmer, no exceptions.

6. All vendors must let the market know that they will be attending the market. We ask that you let us know by Wednesday of the previous week. Vendors who fail to let the market manager know, will not be allowed to sell. We are having problems planning the space and in order to properly advertise the market, we must know who will be selling. This is in your best interest, because we can and will advertise for you. This Market was built on the principles of local quality in produce, arts, and crafts and we have become a model that is being copied around the State in maintaining quality in order to produce a good market. We have been somewhat lax in our enforcement approach, but we will begin to increase our enforcement of our rules and regulations in order to maintain quality.

All of the above items are clearly stated in the rules and regulations and we ask that you refer to those rules for a more detailed listing of our approach.

The violation reporting techniques are also pointed out in the rules and the market manager will begin using those techniques in order to peacefully let you know of a rules violation in order to not cause embarrassment. We value each and every one of you. Because of you this market is becoming a great thing and we look forward to continued success.

Please contact Jeremiah Dumas at (662) 312-2412. with any questions. Sincerely,

Jeremiah Dumas
